When is a fire watch required in Texas?

Short answer

In two situations. When a required fire protection system, sprinklers, alarm, standpipe or pump, is out of service and the fire code official requires a watch or evacuation until it is restored, under International Fire Code section 901.7 as Houston and other Texas jurisdictions adopt it. And during hot work where combustibles are within 35 feet or exposed through openings, under OSHA's 29 CFR 1910.252 and NFPA 51B, for the work and the post-work period.

Trigger one: a system out of service

Texas has no single statewide fire code; cities and counties adopt the International Fire Code with their own amendments, and Houston does so with the Fire Marshal’s Office as the authority having jurisdiction. Section 901.7 requires that a required fire protection system out of service be reported immediately to the fire department and the fire code official, that an impairment coordinator be designated and the equipment tagged, and that, where the official requires it, the building be evacuated or an approved fire watch kept until the system is restored. The official decides for the building whether a watch is required, at what interval and on what terms.

Trigger two: hot work

OSHA’s welding standard, 29 CFR 1910.252(a)(2)(iii), requires a fire watch whenever welding, cutting, brazing or similar work happens where combustibles are within 35 feet, or further away but easily ignited, or exposed through wall or floor openings, maintained at least 30 minutes after the work ends. NFPA 51B, which most permit systems and many local codes reference, requires at least an hour. The permit and the authority decide which window applies.

Who else may require one

Insurers, through property policies and impairment permits, often require a watch for planned shutdowns of any length and for damaged buildings. Owners’ representatives and general contractors require one through their site rules. A watch required by an insurer or a contract is as real as one required by the code, and it is logged the same way.

How long, and who performs it

Until the system is restored and tested, or through the work and the post-work period. The authority decides who may perform it; many buildings use staff for short daytime impairments and contract trained officers for the rest.
