What is a Texas HUB certification?

What the program is

The State of Texas runs the Historically Underutilized Business program through the Comptroller’s office. Businesses that meet the ownership and control criteria apply, are reviewed and, if certified, are listed in the state’s HUB directory. State agencies, universities and other entities that spend state funds have HUB participation goals and use the directory to find certified vendors and subcontractors. Certification is renewed on the program’s schedule, and a business that changes ownership must notify the program, which is why the directory listing is worth checking at the time of a solicitation.

What it does and does not mean

It means the business met the program’s criteria for ownership and control at certification and has maintained it. It does not by itself qualify a firm for any contract or say anything about the firm’s licensing, insurance or performance; those remain separate checks. For questions about how a certification counts on a specific solicitation, the contracting agency and the Comptroller’s program are the authorities, and this page is not a substitute for their answer.
