What is IFC 901.7?

What the section covers

Fire protection systems the code requires a building to have: automatic sprinklers, fire alarm and detection, standpipes, fire pumps and related equipment. When any of them is out of service, planned or not, the section’s procedure applies. It does not distinguish between a two-hour valve closure for a tenant build-out and a riser broken by a contractor; both are impairments, and both trigger the same steps.

The steps

Notify the fire department and the fire code official immediately. Designate an impairment coordinator, the person responsible for managing the impairment. Tag the impaired equipment so nobody assumes it works or restores it unexpectedly. Follow the fire code official’s direction: where the official requires it, evacuate the building or provide an approved fire watch until the system is restored. Notify again when it is. The word “approved” means the authority decides what the watch looks like: who may perform it, the interval, the alarm method and the log.

Who applies it in Houston

The City of Houston adopts the International Fire Code with local amendments by ordinance, and the Houston Fire Marshal’s Office is the authority having jurisdiction. Editions and amendments change, so this site does not state a year; the office or counsel can confirm the current text for a building. Outside the city, county fire marshals and the smaller cities apply their own adoptions.

What it means in practice

A building with a system down is operating on a promise, and the fire watch is the promise kept visibly.
