Non-commissioned means unarmed

The commission in Texas private security is the authorization to carry a firearm on duty. An officer without one is non-commissioned: registered, trained, background-checked and licensed to work, but unarmed. The registration is the Level II credential under Occupations Code chapter 1702, issued by the Department of Public Safety after the 30-hour course and the fingerprint check, and tied to the company that employs the officer.

What the job is

Presence, access control, patrol, observation and reporting. A non-commissioned officer runs a gate, walks a community, watches a lobby, patrols a yard, checks a fence line, gives trespass warnings where the property authorizes it, responds to alarms and medical calls within training, performs a fire watch when trained for it, escorts staff, and writes the daily and incident reports. The officer calls police for enforcement and uses force only in defense within Penal Code chapter 9.

Why most posts are non-commissioned

Because the problems most properties have, theft, trespass, disorder, propped doors and unwatched lots, are solved by presence and process, not by a firearm. Apartment communities, HOAs, construction sites, offices, warehouses, retail centers, schools, churches, events and vacant property run unarmed posts.
